You would think it was the budget option because at checkout it's about half the price of the IT Cosmetics, but ounce for ounce it comes out almost exactly the same, about $53 per ounce compared to about $54 per ounce for the Do It All Balm. It does come with a little puff applicator, but I still prefer applying it with a brush. It actually has more skincare ingredients than the Do It All Balm. I expected it to be a little bit more hydrating, it is hydrating, but it doesn't have that dewy finish, it's a little bit more matte. It leaves a beautiful finish on the skin, it slightly covers up my imperfections and it feels a little lighter on the skin. The L'Oreal Balm is that perfect in between, a slight budget buy. If you've never tried a balm before, I think this is the one you should probably try, and if you have normal skin and want a little bit of coverage without a lot of glow, this is the one I'd recommend.
