"I would not recommend this pretty much under any circumstance. While you could theoretically see benefits with the puffiness and redness from the vasoconstrictive properties, there are serious safety concerns. The phenylephrine can cause tachyphylaxis so it stops working over time, and with prolonged use you get rebound vasodilation which actually makes redness and puffiness worse. Most importantly, phenylephrine can dilate the pupil and potentially lead to acute angle closure glaucoma, which can cause blindness, especially in people with a narrow angle who don't even know they're prone to it. I definitely don't recommend this at a mass scale. Just the potential side effects are way too high, and we don't want people going blind."
