It really is a full on like seal your brows down to your face kind of a brow gel but I love it, it works very well. I love how it's not like cloudy white, you know, it's actually clear so even if you build up quite a bit you can't see it in the brows and it really holds the brows. It's one of the best drugstore brow gels I've ever tried.
