"If someone has a really flaky or oily scalp, one of the first things I do is incorporate an anti-dandruff shampoo, and most of the time we start them with Head and Shoulders Classic Clean. You really want to think of these as a scalp wash. They're there to cleanse your scalp, and yes they'll cleanse your hair as well, but you want to focus them right up on the skin on your head.
