If you're dealing with chapped lips and you cannot seem to make any headway, try eliminating products for your lips that have any kind of flavor or fragrance, because those can commonly be irritating, like mint especially, cinnamon, and citrus. These are shea butter, which is really good for the lips, and coconut oil. It'd be nice if they had a fragrance free one."
